Plain definitions of the terms a Dubai or UAE buyer meets when evaluating AI calling, from the technology to the telemarketing rules and the property-market vocabulary. Each entry links to the guide that covers it in depth.

Software, or a managed service built on it, that places and answers telephone calls with an AI voice agent instead of a human. Platforms differ mainly in who does the work: developer platforms give you an API and leave telephony, languages and compliance to you; managed services such as Lumaa run the calling for you from your own registered number. See: best AI calling platforms in Dubai, ranked.
An AI voice agent that answers inbound calls the moment they ring, books or confirms appointments, and captures the caller's details. Because the caller placed the call, an AI receptionist is reception rather than telemarketing, so the 09:00 to 18:00 marketing window does not apply and it can answer at any hour. See: AI receptionist for Dubai businesses.
A conversational AI that speaks and listens on a live phone call, follows an approved script, answers questions, handles objections and takes actions such as booking a meeting. Lumaa's voice agent is named Maya and works in English and Arabic. See: about Lumaa.
The UAE federal regulation on telemarketing that took effect in 2024. It requires marketing calls to be made from a number registered to the calling company, inside 09:00 to 18:00, screened against the Do Not Call Registry, and recorded with notice to the person called, with prior approval from the licensing authority. AI calling is regulated by it exactly as human calling is. See: is AI cold calling legal in the UAE?
The companion resolution that sets the administrative penalties for breaches of the UAE telemarketing rules. The published fines run from AED 10,000 to AED 150,000 per violation depending on the breach and whether it is repeated; the compliance guide quotes the table from the Ministry of Economy's official documents. See: the fines section of the compliance guide.
The hours between which Cabinet Resolution 56 of 2024 permits outbound marketing calls. An AI calling platform built for the UAE queues an enquiry that arrives at night and dials it when the window opens. Inbound reception is not bound by the window. See: the compliance guide.
Moving between Arabic and English within one conversation, as Gulf callers routinely do. A voice agent that handles code-switching follows the caller's language mid-sentence rather than forcing a choice at the start of the call. Dialect coverage and code-switching should be tested with real scripts before buying. See: which platforms actually speak Arabic.
One minute of talk time on a call that was actually answered. Pay-as-you-go AI calling is billed per connected minute, so unanswered dials, busy tones and voicemail cost nothing. Global developer platforms often quote a platform fee per minute and add speech, language-model and telephony costs separately. See: how AI calling is priced in Dubai.
The way leads reach Lumaa. Enquiries are exported from Bayut, Property Finder, Dubizzle, a CRM or an ATS as a spreadsheet file and imported. There is no native portal, CRM or ATS connector, so an existing pipeline is imported rather than synced live. See: how leads get into Lumaa.
The Dubai government body that registers property transactions and regulates the real-estate sector, of which RERA is the regulatory arm. The DLD issues circulars that bind brokerage offices, including the 2026 circular on contacting property owners. See: can Dubai brokers cold call?
The Dubai Land Department circular of 26 February 2026 on communication with property owners and the prohibition of cold calling. It prohibits brokerage offices from obtaining owner data by unlawful means and contacting owners for marketing, with penalties for both the office and the individual broker. The broker calling guide covers it from the primary document. See: the broker calling guide.
The TDRA's national register of numbers that must not receive marketing calls. Every outbound marketing list has to be screened against it before dialling, and a registration overrides consent given earlier. Consumers register through their carrier; 2211 is the TDRA's current national route and 1012 remains live with e& and du. See: DNCR screening in the compliance guide.
Dubai's mandatory online system for registering tenancy contracts, run under the Dubai Land Department. An Ejari registration is what makes a lease official for utilities, visas and disputes, and its renewal date is a common trigger for a landlord or tenant to contact an agency. See: AI calling for Dubai real estate.
A commercial model in which a business pays a fixed monthly fee for a dedicated calling line with no per-call charge. It suits predictable volume. Lumaa describes its three models in words and quotes figures in writing on a demo call. See: the three commercial models.
An IVR (interactive voice response) system plays menus and waits for keypresses or fixed phrases. Conversational AI understands natural speech, asks follow-up questions and can act, so the caller talks as they would to a person. An AI receptionist is conversational AI, not IVR. See: AI customer support calls.
The pause between the caller finishing a sentence and the AI beginning its reply. Long pauses are what people recognise as a robot. Vendor-published latency figures are measured under conditions that do not compare, so Lumaa does not publish one and recommends judging it on a live demo call. See: why the comparison has no latency column.
The conversation that establishes whether an enquiry is worth a human's time: budget, timeline, purpose, area, who decides, and whether the person wants a meeting. In AI calling the qualification questions are approved by the client in advance and the answers come back as structured data with the recording. See: what a good first call sounds like.
The share of booked appointments the customer or patient does not attend. Clinics reduce it with day-before confirmation calls that reach people who ignore SMS reminders. The clinics page cites published averages with their sources; Lumaa publishes no result of its own. See: AI patient calling for Dubai clinics.
Property sold by a developer before construction is complete, usually on a payment plan tied to build milestones. Off-plan launches in Dubai generate short, intense bursts of enquiries that a sales desk cannot call back in a working day without help. See: AI calling for Dubai real estate.
A commercial model in which the client pays only when a lead qualifies as interested after the call, so the platform carries the risk of unanswered and unqualified calls. What counts as qualified is agreed in writing before the campaign starts. See: the three commercial models.
An enquiry a buyer or tenant submits on a property listing site such as Bayut, Property Finder or Dubizzle, delivered to the agency by email, WhatsApp or the portal's dashboard. Whether a portal enquiry counts as consent for a marketing call under Cabinet Resolution 56 is genuinely unsettled; the broker guide sets out both readings. See: Bayut and Property Finder lead response guide.
An enquiry that, after a conversation, has confirmed intent and the practical means to proceed, and has agreed to a next step such as a viewing, a test drive or a consultation. Each client defines its own qualification criteria before calls begin. See: per-qualified-lead pricing.
The duty under the UAE telemarketing rules to record marketing calls and to tell the person called that the call is recorded. Lumaa records, logs and transcribes every call and discloses recording and the use of AI at the start; the recording-and-AI-disclosure policy sets out the wording. See: recording and AI disclosure policy.
Cabinet Resolution 56 of 2024 requires marketing calls to be made from a telephone number registered to the calling company under its own commercial licence. A UAE-built platform calls from the client's own registered number; on a global developer platform the client brings its own SIP trunk and carries the registration work. See: why the UAE number matters.
The regulatory arm of the Dubai Land Department. RERA licenses brokers and brokerage offices, issues advertising permits, and has disciplinary powers over brokers who breach its rules, including rules on contacting property owners. See: RERA, DLD and TDRA rules for brokers.
A connection from a telephony carrier that lets software place and receive calls over the internet using real phone numbers. Global AI calling platforms usually expect you to bring your own SIP trunk, which for the UAE means arranging a registered local number with a licensed carrier yourself. See: the telephony column of the ranked matrix.
The time between an enquiry arriving and the first attempt to reach the person. Minutes matter; the homepage cites the published research with its sources. An AI caller closes the gap by dialling within minutes of import, inside the permitted window. See: why the first minutes decide the lead.
The UAE Telecommunications and Digital Government Regulatory Authority. It runs the Do Not Call Registry, oversees the carriers, and sets the telecom-side rules that marketing calls must follow, alongside the Ministry of Economy's licensing and penalty framework. See: the compliance guide.
Dubai's permit system for real-estate advertising, run under RERA. A listing needs a Trakheesi permit number before it can be advertised, and the number identifies the licensed office behind the advert. It is one of the identifiers a broker script can quote to prove legitimacy on a call. See: the broker calling guide.
